HBD Construction begins work on $18 million senior living project in East St. Louis

HBD Construction broke ground last week on the $18 million Jazz at Walter Circle senior living project in East St. Louis.

The 100,000-square-foot mixed-used development, located at North 15th Street and Bowman Avenue, will consist of a pair of four-story buildings separated by Walter Street and connected by three skybridges.

When completed within 14 months, the concrete facility will feature 74 elderly senior housing units on the second, third and fourth floors. The project is seeking LEED Silver or Gold certification, said Brian Kowert, operating officer at HBD. Each floor will have terraces for gardening and farming initiatives. The ground level will have a grocery store, a health center and a community jazz center.

Kowert said the project would create 125 jobs during peak construction work.

Chicago-based Farr Associates is the architect.

The project was financed by public-private partnerships, including the project’s owner, Eco-Jazz Inc., a not-for-profit. The project also received funding in the form of New Markets Tax Credits and HUD financing provided through the East St. Louis Housing Authority.

St. Louis-based HBD Construction reported 2010 revenue of $67.8 million. The general contractor, led by President Michael Perry, employs 90 people. HBD is owned by Perry, Brian Kowert Sr. and CFO Daniel O’Keefe.
